Article 1. General Rules
Section 1. Title
The title of the council shall be the Korean Council of Science Editors (abbr. KCSE).
Section 2. Purpose
The purpose of the KCSE is to improve the quality of science journals published in Korea by consulting regulations on the editing and exchanging of information about editing and publishing science journals, thereby contributing to the development of science.
Section 3. Location
The KCSE office shall be located in Seoul.
Section 4. Operations
To fulfill the purpose stated in Section 2, projects will be carried out according to the following purposes:
  1. Cooperation and exchanges among science journal editors
  2. Development of guidelines for improvement in quality of science journals
  3. Education on drafting and screening scientific theses and academic journal editing
  4. Cooperation in the registration of science journals in domestic and foreign index databases
  5. Investigation of the research and publication ethics of scientific theses and journals
  6. Exchange of projects among foreign and domestic science journal editor communities
  7. Initiation of other projects deemed necessary for the development of Korean science journals
Article 2. Organization
Section 5. Membership
The KCSE will comprise regular members and will allow special members. Regular members will be divided into organization members and individual members.
  1. Organization members may include academic societies in the science field, such publishers of science journals, universities, and other publication organizations.
  2. Individual members will include those with experience or expertise in editing science journals.
  3. Special members are individuals or business organizations that, though not involved in science editing or publishing themselves, are in harmony with the KCSE’s purpose and can contribute to the development of the council through business support.
Section 6. Appointment of Members
  1. The editor (or chief editor) of an interested organization shall be considered the representative member for the organization, and the organizational membership tenure shall coincide with that person’s current position in his/her organization.
  2. Individual members shall be appointed through the recommendation of two or more regular members and the approval of the general meeting. Membership must be renewed every five years.
  3. Special members will be appointed through the recommendation of two or more regular members and the approval of the general assembly.
Section 7. Rights and Duties of Members
  1. All regular members—that is, individual and organization members—have equal rights and duties; special members do not have the right to vote or to be voted for.
  2. Individual members are not obligated to pay an annual membership fee.
  3. Regular members who have not paid the annual membership fee for over two years will automatically lose membership.
Section 8. Board
For the smooth management of the KCSE, the following board members shall be elected:
  1. One President
  2. One Vice-President
  3. Two Auditors
  4. One Chairman for each committee
Section 9. Appointment and Tenure of Board Members
  1. The president, vice president, and auditors shall be elected by the general assembly.
  2. The vice president shall be the next president.
  3. The president shall appoint the chairmen for the committees. Vice chairmen shall be appointed by the president through each chairman’s recommendation.
  4. The president and vice president shall have a single term of three years.
  5. The tenure of any board member shall be two years. Even if the board member’s regular membership expires, that person’s board membership is still valid, and he or she may serve consecutive terms.
Section 10. Honorary President
  1. This council may appoint an honorary president.
  2. The honorary president shall be recommended by the board assembly from past presidents and elected by the general assembly.
Section 11. Committees
  1. The KCSE shall have the following standing committees: Committee on Planning and Administration, Committee on Education and Training, Committee on Publication Ethics, Committee on Information Management, Committee on Manuscript Editing, Commitee on External Affairs.
  2. The chairman of each committee shall appoint 5–10 committee members when composing a committee.
  3. The tenure of standing committee members will be the same as for the chairman: two years.
Section 12. Secretariat
  1. A secretariat may be installed to support the activities of the KCSE.
  2. The secretariat shall support and record the activities of each committee.
  3. The secretariat may employ workers for office operations.
Article 3. General Assembly and Board Assembly
Section 13. Assembly Meeting
  1. The regular general assembly meeting shall, in principle, be held in March every year.
  2. An extraordinary general assembly meeting may be called for by the president at the request of more than one-third of the members.
  3. The president may call for a board meeting as needed.
Section 14. Speaker
The president of the KSCE shall be the Speaker in the general assembly and board assembly.
Section 15. General Resolutions
The general assembly shall consider and decide the clauses below, and may put forth a written resolution when necessary.
  1. Amendments
  2. Operation Planning
  3. Budgets and Settlement of Accounts
  4. Appointment of Board Members
  5. Member Ratification
  6. Other
Section 16. Validation and Resolutions of the General Assembly
The general assembly is validated by the attendance of a majority of the members, and resolutions are settled by a majority vote. If a letter of attorney has been submitted, it will be considered for attendance purposes but not for a quorum.
Article 4. Standing Committees
Section 17. Chairmen
The chairmen of the standing committees shall oversee the committees’ tasks, and they are the Speakers for their respective committees.
Section 18. Standing Committee Tasks
  1. The Planning and General Affairs Committee shall oversee finances, evaluation of member eligibility, and tasks related to the enforcement of decisions made by other standing committees.
  2. The Training Committee shall manage educational operations related to composing scientific dissertations, thesis evaluation, editing academic journals, etc.
  3. The Publication Ethics Committee shall plan and perform operations related to the ethical publication of scientific dissertations.
  4. The External Relations Committee shall manage relations with domestic and foreign academic societies and institutions, and relationships among domestic editors.
  5. The Information Management Committee shall take responsibility for collecting, processing, and distributing information; public affairs; newsletters; management of the website; and management of the KCSE members.
Article 5. Audit
Section 19. Revenue
Expenses for the KCSE operations shall be appropriated from the annual fee collected from groups and special members, subsidies, and other contributions from related organizations, such as the KOFST.
Section 20. Fiscal Year
The fiscal year of the KCSE shall be from January 1 to December 31.
Article 6. Supplementary Provision
  1. The bylaws are effective as of the resolution date of the general assembly.
  2. Clauses not regulated in this bylaw shall follow the general custom.
  3. The first board members shall have their terms extended until the next general assembly after the end of their first two-year tenure.

Bylaws for the Membership Protocol for Organization Members

Section 1. Purpose
The purpose of this bylaw is to define the range and qualification of organization members that wish to join the Korean Council of Science Editors (KCSE).
Section 2. Requirements for Organization Members
Those who wish to join the KCSE must meet at least one of the following requirements:
  1. Be a member of KOFST and publish journals in which the bibliography, abstract, tables, figures, and references are in English.
  2. Publish other scientific journals that have applied for membership in the KCSE and have passed evaluation.
Section 3. Application Form and Procedure
In the case of organizations that publish journals in which the bibliography, abstract, tables, figures, and references are in English, if the organizations submit an organization membership application form (KCSE format), they shall be admitted as members without evaluation; in organizations that publish other scientific journals, the form as specified below must be submitted and must pass the qualification evaluation of the Planning and General Affairs Committee, followed by ratification from the general assembly:
  1. The organization member application form (KCSE format)
  2. Two or more types of recommendations from the organization or individual members
  3. A copy of each of the organization’s publications during the last year
  4. A copy of the organization’s articles of association, bylaws, board member list, and member list
Section 4. Qualification Evaluation
In the case of an organization that publishes other scientific journals, the following requirements shall be evaluated by the Planning and General Affairs Committee:
  1. Nature of the concerned organization
  2. Nature of the journal that the organization publishes
  3. Frequency of the publication and whether it is a periodical or not
  4. Operational status of the peer review system of the journal published by the organization in question
  5. Whether or not the bibliography, abstract, figures, tables, and references are in English
  6. Other requirements necessary in validating its qualification as a KCSE organization member
Supplementary Provision
Section 1. Effectiveness: This bylaw is effective from the date the KCSE board assembly ratifies it.
